Subject to regulation 3 of this Annex, in an emission control area designated for NOx Tier III control, the operation of a marine diesel engine is prohibited except when the emission of nitrogen oxides from the engine is within the following limits, where n=rated engine speed: 9 x n(-0.2)g/kWh when n is 130 or more but less than 2000rpm when that ship is constructed on or after 1 January 2016 and is operating in the North American Emission Control Area or the United States Caribbean Sea ECA. PSCO identified inoperable A/E 1-3 SCR systems. MARPOL Annex VI/13.5.1

The condition of the ship and its equipment shall be maintained to conform with the provisions of the present regulations to ensure that the ship in all respects will remain fit to proceed to sea without danger to the ship or persons on board. PSCO observed uncontrolled fuel leaks at the remote fuel shut-off valve serving boiler burner and boiler fuel oil pump. A leak was also discovered on hand pump serving steering gear from topping-off tank. Oil soaked piping insulation was discovered in multiple locations. Engine room and ventilation supply ducting is thoroughly coated in soot. 74 SOLAS (20)I/11(a)
