Subject to the provisions of regulation 4 of this Annex and paragraphs 2, 3 and 6 of this regulation, any discharge into the sea of oil or oily mixtures from ships shall be prohibited. Vessel experienced failure of MGO intake valve seal on port side bunker manifold while conducting bunkering operations. Certify repairs made to transfer system and condition of vessel will not lead to discharge of oil into sea, prior to use of the system.
