The design shall have regard to materials used in construction, the purpose for which the equipment is intended, the working conditions to which it will be subjected and the environmental conditions on board. PSCO observed an active leak on the butterfly check valve on the on the raw water pipe for cooling pump number 3.

Hydraulic power-operated steering gear shall be provided with a fixed storage tank having sufficient capacity to recharge at least one power actuating system including the reservoir, where the main steering gear is required to be power operated. PSCO observed insufficient amount of steering gear fluid in reservoir.
