Each transfer pipe system must not leak under static liquid pressure at least 1.5 times the maximum working pressure and tested annually or part of bi-annual or midperiod inspections. Vessel's bunker transfer manifold was tested with air and no records were available to show last hydrostatic test. Vessel must show proof of satisfactory hydrostatic test to 1.5 times the max allowable working pressure prior to bunkering in US waters.
