PSCDO was notified that vessel experienced engine abnormalities while vessel departing the pier in Bayonne, NJ. Vessel is restricted from movement from the pier until satisfactory repairs can be completed and provide class attestation to proper function of Main Engine. 74 SOLAS (20) I/11 - 60a
