PSCO observed the vessel was not implementing its SMS procedures. The vessel's cargo volume was over 98% in 04 tanks: 4S, 4P, SL S, SL P. SMS procedures states the volume of cargo tanks should not exceed more than 98% at the reference temperature during either loading, carriage, or discharging.
