15106 - Shipboard operations - Every company should develop, implement, and maintain a safety management system which includes the following functional requirements: instructions and procedures to ensure safe operation of ships and protection of the environment in compliance with the relevant international and Flag State legislation. PSCO observed the vessel was not implementing its SMS procedures. The vessel's cargo volume was over 98% in 04 tanks: 4S, 4P, SL S, SL P. SMS procedures states the volume of cargo tanks should not exceed more than 98% at the reference temperature during either loading, carriage, or discharging. Provide a corrective action plan within 30 days attesting to proper implementation of SMS and transfer procedures. 74SOLAS 14Cons IX/3, ISM Code Part A/1.4.2 50A
