Parties responsible for fire extinguishing shall be organized. These parties shall have the capability to complete their duties at all times while the ship is in service. PSCO witnessed 02 fire drills that were not satisfactory. PSCO allowed the captain and crew 15 minutes to reassess after the first failed drill. Crew nationality and language barriers appeared to cause the crew to be nervous and thus failing the second drill. Clear instructions and expectations of a successful fire drill were left with the vessel and USCG will reassess the fire drill prior to vessels departure. 74SOLAS(14) II-2/15.2.1.3
