Portable fire extinguishers must be located so that they are readily accessible. MI's observed the fwd 2A fire extinguisher in its bracket but not accessible due to the securing strap being screwed down on both sides. Make extinguisher readily accessible.

A vessel must be fitted with ground tackle and mooring lines necessary for the vessel to be safely anchored or moored. The ground tackle and mooring lines provided must be satisfactory for the size of the vessel, the waters on which the vessel operates, subject to the approval of the cognizant OCMI. Provided anchor chain does not meet length required for proper deployment. Install and maintain anchor line suitable for vessel and water depth.

Machinery and equipment must be installed on each vessel must be suitable for the vessel and for the purpose intended. MI's observed both main engine fuel shutoff valves difficult to operate. Due to the small size and material of these valves and the fact that they are exposed to the elements, MI's determined that there was a high probability of the fuel valves breaking. Owner is required to either make the valves freely operable or replace.

A vessel must comply with the structural listed for the hull material of the vessel. Marine Inspectors discovered two cracked welds on the inboard side of the starboard pontoon near the mid-body of the vessel. Make appropriate repairs to the satisfaction of a USCG Marine Inspector.
