Emergency generating set arranged tobe automatically started ahall be equipped with starting devices approved by the administration witha stored energy capability of at least three consecutive starts. A second source of emergency starting shall be provided for an additional three starts within 30 minutes unless manual starting can be demonstrated to be effective. Secondary means of starting, spring loaded hand crank, was inoperable. 74 SOLAS (14) II-1/44.2
