The minimum number of portable fire extinguishers required on a vessel must be acceptable to the cognizant Officer in Charge, Marine Inspection, but must not be fewer than the minimum number required by Table 181.500(b) and other provisions of this section. Vessel has installed lithium batteries for electric propulsion system and does not have an appropriate fire extinguishing medium on-board. OCMI is requiring a minimum of one 10 pound CO2 extinguisher complying with the requirements of 46 CFR 162.028 to be installed at the battery compartment. 46 CFR 181.500(a)

Repairs or alterations to the hull, machinery, or equipment that affect the safety of the vessel must not be made without the approval of the cognizant OCMI, except during an emergency. Repairs or alterations that affect the safety of the vessel include, but are not limited to: damage repair or replacement, other than replacement in kind, of electrical wiring, fuel lines, tanks, boilers and other pressure vessels, and steering, propulsion and power supply systems; alterations affecting stability; and repair or alteration of lifesaving, fire detecting, or fire extinguishing equipment. Identified modifications to the vessels main propulsion system to include replacement of the originally approved Ray 400, 4 HP, 48-Volt electric motors and 16 Exide GC-145, 25A batteries. Vessel was found equipped with new lithium batteries and different motors. Vessel must submit plans for modifications made to MSC for approval. 46 CFR 176.700(a)

A vessel must carry either a first aid kit approved under approval series 160.041 or a kit with equivalent contents and instructions. Marine Inspector found expired aspirin inside first aid kit. Replace with new, non-expired, aspirin. 46 CFR 184.710 16C

A ship, except a ship of less than 26 feet in length, must have a placard of at least 5 to 8 inches, made of durable material fixed in a conspicuous place in each machinery space, or at the bilge and ballast pump control station stating: Discharge of Oil Prohibited. Marine Inspector found no oil pollution placard on board. Post oil pollution placard in a conspicuous place on board vessel. 33 CFR 155.450 16C
