There must be an installed or portable bilge pump for emergency dewatering. MI observed vessels installed bilge system to be inoperable due to a leaking pump shaft packing, replace/repair. Vessel has portable pump, fire pump and ballast pump as alternative means of dewatering until installed bilge system is operational. MI observed bilge system to be inoperable at time of inspection. 46 USC 143.275
