Bulk carriers as defined in regulation IX/1.6 constructed on or after 01 July 2006 shall comply with the requirements of SOLAS Chapter 3, Regulation 31 paragraph 1.8 which states that a bulk carrier must have one or more free-fall lifeboats capable of being free-fall launched over the stern of such capacity as will accommodate the total number of persons onboard. The interim SMC issued by ABS lists the ship type as "bulk carrier" and the keel laid year is 2015. The vessel is equipped with totally-enclosed lifeboats on the port and starboard sides not capable of free-fall launching over the stern.

Resolution: Ship provided attestation from Flag (IRR dba Marshall Islands) that ABS was being directed to change ship type on SMC to "Other Cargo Ship" to alleviate free-fall requirement, as was originially intended during build.
A ship engaged in voyages in Sea Areas A1, A2, and A3, if equipped with an MF/HF radio installation and DSC watch on 2,187.5 KHz, 8,414.5 KHz, and one of the DSC distress frequencies shall be equipped with a 406 MHz EPIRB or an INMARSAT earth station. While an EPIRB was provided onboard, the Cargo Ship Safety Radio Certificate Record of Equipment (Form R) indicated neither were provided. - 74 SOLAS (2014) IV/10.2.3
