11110- Each liferaft or group of liferafts shall be stowed with a float-free arrangement complying with the requirements of paragraph 4.1.6 of the code so that each floats free when the ship sinks. PSCO observed 04 liferafts with the painter line attached to the fixed life raft mount instead of the weak link, causing the 04 liferafts to not be stowed in a float-free arrangement. 74 SOLAS (2014) III/13.4.2
