Two fuel oil pumps shall be fitted to the inert gas generator. Suitable fuel in sufficient quanity shall be provided for the inert gas generator. vessels inert gas generator has 02 fuel oil pumps, 01 of the fuel oil pumps is not operable. vessel is restricted from carrying annex I cargoes and annex II cargoes with the following designations in column (H) of chapter 17 in the IBC: inert & pad until both pumps are working. In addition to the requirements in paragraphs 5.7.1 and 5.7.2, oil tankers of 20,000 tonnes deadweight and above, constructed on or after 1 January 2012, shall be provided with a fixed hydrocarbon gas detection system complying with the fire safety systems code for measuring hydrocarbon gas concentrations in all ballast tanks and avoid spaces of double-hull and double-bottom spaces adjacent to the cargo tanks, including the forepeak tank and any other tanks and spaces under the bulkhead deck adjacent to cargo tanks. Fixed gas detection system’s LEL sensor is not working. No alarm of 30% LEL can be proved IAW FSS CH.16.2.2.2.1.4. Vessel is restricted to annex II cargoes until the issue is cleared. SOLAS 74 (14) II-2/4.5.7.3.1

Resolution: Vessel crew was able to prove system prior to Coast Guard leaving the vessel
