ROs have to comply with their agreement with the Coast Guard (MoA/MoU, as applicable), and the requirements of a U.S. Supplement. ABS Supplement for Steel Vessels (2017) requires the installation of USCG approved Lifeboats and lifeboat davit under approval series 160.135 and 160.132 respectively. The vessel's ABS approved plans listed, and the shipbuilder installed a Palfinger lifeboat and davit that were not approved as required. ABS issued a short term SOLAS Safety Equipment Certificate on 06FEB2024 with concurrence from MSU Morgan City's OCMI. This short term certificate restricts the vessel from sailing foreign prior to obtaining an approved lifeboat and davit. Vessel is restricted from sailing foreign and must follow ABS's short term certificate.
