The frame or support of each portable fire extinguisher must be welded or otherwise permanently attached to a bulkhead or deck. The support of the portable fire extinguishers are not welded or permanently attached to the vessel. Permanently secure the support of fire extinguisher in 7 days to vessel to the satisfaction of the attending marine inspector. 46 CFR 181.500(d)

Machinery, equipment, materials, and arrangements not covered by standards in subchapter T may be inspected in accordance with standards acceptable to the cognizant OCMI as good marine practice. The life jacket containers are not secured for seas. Secure the life jacket containers in 7 days to the satisfaction of the attending marine inspector. 46 CFR 176.800(a)

A vessel of 12 meters or more in length shall be provided with a whistle and a bell. Vessel is missing a bell. All cable and wire must be installed with metal supports not more than 24 inches apart, in such a manner as to avoid chafing and other damage. The use of plastic tie wraps must be limited to bundling or retention of multiple cable installations, and not used as a means of support, except that on vessels of not more than 65 feet in length, installations in accordance with paragraph 14.h of ABYC E-8 and paragraph 15.h of ABYC E-9. Cables inside the hull compartments are not properly supported. Support the cables with either metal supports spaced not more than 24 inches apart, or with non-metal supports spaced not more than 18 inches apart IAW of ABYC E-9.to the satisfaction of the attending marine inspector. 46 CFR 183.340(b)(4) ABYC E-09.16 i

A penetration in a watertight bulkhead must be as high and as far inboard as practicable and made watertight. The cable penetrations inside the hull compartments not watertight. Make cable penetrations watertight and prove watertightness to the satisfaction of the attending marine inspector. 46 CFR 171.114(a)(1-2)

Placards containing instructions for the donning and use of the life jackets aboard the vessel must be posted in conspicuous places that are regularly accessible and visible to the crew and passengers. The life jacket placards are not posted in conspicuous places. Properly post the life jacket placards to the satisfaction of the attending marine inspector. 46 CFR 185.516(a)

A vessel must carry either a first-aid kit that meets the requirements in 46 CFR 199.175(b)(10) or a kit with equivalent contents and instructions. First-aid kit is missing 48 dozes of aspirins. Provide adequate aspirins in the first-aid kit to the satisfaction of the attending marine inspector. 46 CFR 184.710
