A vessel must be provided with a main steering gear that is capable of moving the rudder from 35 degrees on one side to 30 degrees on the other side in not more than 28 seconds with the vessel moving ahead at maximum service speed. Vessel owner reported that vessel steering is inoperable after extended drydock period.

Resolved 15 July 2025
Resolution: Vessel has passed the COI expiration date and is no longer a active vessel, it is currently located in a stand and will not be used until the rudder is fixed. Rudder will require verification upon New COI Issuance.

The Rules concerning lights (§§ 83.20 through 83.31) shall be complied with from sunset to sunrise, and during such times no other lights shall be exhibited, except such lights as cannot be mistaken for the lights specified in these Rules or do not impair their visibility or distinctive character, or interfere with the keeping of a proper lookout. Vessel's anchor light is out. Restricted to operations between sunrise and sunset and clear visibility.

A vessel must have two independent means of controlling each propulsion engine. Control must be provided for the engine speed, direction of shaft rotation, and engine shutdown. Volvo D6-340 engines have been installed without a second independent means of propulsion. You must have a secondary helm control unit in hand and in working order. You must abide by specific operating restrictions set forth in passenger retrieval plan dated 15DEC21 and have secondary helm control unit in hand and in working order by 01MARCH2022.

A vessel in which a pre-engineered fixed gas fire extinguishing system is installed must have a light to indicate discharge, an audible alarm that sounds upon discharge and a means to reset devices used to automatically shut down ventilation systems and engines. Vessel's fireboy has no light or audible alarm and can't currently override engine due to a broken sensor. Vessel restricted from operating.

During a subsequent inspection for certification to determine if the vessel is in a satisfactory condition the OCMI requires the vessel to get underway. Vessel was not able to conduct drills and get underway due to potential hazardous codition of vessel's firefighting equipment.
