To maintain a valid Certificate of Inspection, (a) The owner or managing operator shall make the vessel available for drydock examinations, internal structural examinations, ... required by this section. (c)(1) A vessel that is exposed to salt water more than three months in any 12 month period since the last examination must undergo a drydock examination and an internal structural at least once every two years. This vessel is overdue for its drydock and internal structural exam. Vessel cannot operate until completion of this exam and a renewal COI exam is successfully completed. 46 CFR 176.600

The equipment required for lifefloats and buoyant apparatus must meet the following specifications…Each paddle must be of at least 1,220 millimeters (4 feet) in length, lashed to the life float to which it belongs and buoyant. Paddles were not lashed to the life float.

A vessel on an oceans, coastwise, limited coastwise, or Great Lakes route must carry…Six hand red flare distress signals, and…Six hand orange smoke distress signals. Vessel did not have the required number of red hand flares.

Portable and semi-portable extinguishers must be inspected and maintained in accordance with NFPA 10. Fire extinguisher monthly inspections are not being recorded.

Watertight doors and watertight hatches must be marked on both sides in clearly legible letters at least 25 millimeters (1 inch) high: "WATERTIGHT DOOR - KEEP CLOSED" or "WATERTIGHT HATCH - KEEP CLOSED". Watertight hatches were not marked.

Vessel failed to demonstrate proper operation of bilge high level alarms. Vessel must demonstrate proper operation of bilge high level alarms.

Vessel is outside of three month window for Inspection and is not permitted to operate until annual inspection has been completed.

Operator could not demonstrate to verify automatic shutdown of engines associated with the pre-engineered fixed gas fire extinguishing system. Operator must conduct satisfactory test of the pre-engineered fire extinguishing system in the presence of a Coast Guard Marine Inspector.

float light on ring buoy missing clip. Install corrosion resistant clip at the end of lanyard on float light and appropriately attach to ring buoy.

Ring buoy missing 60' lifeline. Install 60' lifeline to ring buoy.

EPIRB was not installed. Install EPIRB in a float free arrangement.

Found the ground wire on the starboard engine detached. Properly attach ground wire on the starboard engine.

Passenger count marking missing for uppder deck. Install marking.

The stacked life floats are missing spacers. Install spacers between life floats.

Stern navigational light installed in a location restricting the arc of visibility due to it being at least 3 ft inboard from the aft edge of the overhead ceiling. Relocate stern navigational light to maintain the proper arc of visibility.

Vessel missing rail courses on the stern of the vessel. Add additional rail course at the aft main deck.

Vessel missing FCC Safety Radio Certificate. Provide valid FCC Safety Radio Certificate.

Contact cognizant OCMI to conduct a New to Zone Inspection prior to the carriage of passengers. 46 CFR 176.840
