Following installation, the master, owner, operator, agent, or person in charge of the vessel must properly maintain the BWMS in accordance with all manufacturer specifications. Vessel's ballast water management system is inoperable due to defective flow meter. Vessel shall not discharge ballast water into U.S. Waters. 33CFR151.2025(a)(1)
