Ships holding a certificate issued under Article 16 or Article 17 are subject, when in the ports of other Contracting Governments, to control by officers duly authorized by such Governments. Contracting Governments shall ensure that such control is exercised as far as is reasonable and practicable with a view to verifying that there is on board a valid certificate under the present Convention. If there is a valid International Load Line Certificate (1966) on board the ship, such control shall be limited to the purpose of determining that:(a) the ship is not loaded beyond the limits allowed by the certificate; PSCO observed that the starboard side load line was submerged to the Fresh / Tropical line. Vessel was in brackish water with a salinity of 1.012, loaded with UAN. Vessel's loading computer and cargo records showed that the vessel loaded to 25,539.03 MT, and after bunkering and ballasting en route arrived at 26,139.78 MT, with a max load of 26,234 MT. Draft marks at time of examination were 11.6 M FWD and 11.1 M MID and 11.3 M AFT. Vessel crew claimed the approximate 22 CM submersion of the load line was due to vessel sagging. ILLC 66/88 protocol. Article 21
