Each ring life buoy on a vessel must be approved in accordance with 46 CFR 160.050. The grab line shall be 3/8-inch diameter polyethylene, polypropylene, or other suitable buoyant type synthetic material having a minimum breaking strength of 1,350 pounds. Grab line on ring life buoy is deteriorating and unserviceable.

A vessel on a lakes, bays, and sounds, or rivers route must carry: (1) Three hand red flares distress signals approved in accordance with 160.021 in subchapter Q of this chapter, or other standard specified by the Commandant. (2) Three hand orange smoke distress signals approved in accordance with 160.037 in subchapter Q of this chapter, or other standard specified by the Commandant. Vessel did not have three hand orange smoke distress signals. Operator must send photo documentation confirming the presence of the three smoke signals on board. 46 CFR 180.68(b)
