46 CFR 31.10-15 The inspection shall be such as to insure that the vessel, as regards the structure, piping, and other equipment is in satisfactory condition and fit for the service for which it is intended. Vessel experienced significant structural damage due to over pressurization of the cargo tanks during loading. VCS valves were closed. #1 cargo tank structurally compromised. All cargo has been offloaded from the cargo tanks and all tanks were cleaned at a commercial facility. A shipyard competent person has tested the cargo tanks and voids to ensure no hazardous atmospheric condition exists. All cargo and watertight envelopes remains intact. Vessel is authorized to transit, in a combined tow, from Sector Lower Mississippi River to Sector New Orleans. Vessel owner/operator shall notify Sector New Orleans upon arrival, submit a repair proposal and conduct repairs to the satisfaction of an attending Marine Inspector.
