30Jan2025: Vessel is restricted from carrying passengers due to missing their annual inspection. Issued 835 attached in documents, received verbal confirmation vessel will not operate. Vessel operated 75 times with an expired COI.

The owner or managing operator shall make a vessel available for dry dock examinations at least once every two years for vessels that operate in saltwater service. This vessel h=was required to undergo a dry dock examination no later than April 30, 2024. This vessel is now overdue for a dry dock examination and is restricted from carrying passengers until a dry dock examination is completed to the satisfaction of an attending Coast Guard Marine Inspector.

Vessels required to undergo an annual inspection by 8SEP2023 which is past the 3 month anniversary date 8JUN2023 as required by 46CFR176.500(b)(1). Vessel is restricted operating with passengers to the satisfaction of the attending Marine Inspector.

Propulsion machinery must be suitable in type and design for propulsion requirements of the hull in which it is installed and capable of operating at constant marine load under such requirements without exceeding its designed limitations. Vessel suffered a mechanical issue with the outboard motor.

Unless otherwise specified, vessel owners must pay the fees required by this subpart before inspection or examination services are provided in accordance with 46 CFR 2.10-20(a). There is no evidence vessel inspection user fees that were were paid. Pay all user fees and provide documentary proof that payment was submitted before any further inspection or examination services are provided to the satisfaction of an attending Coast Guard Marine Inspector.

No marine employer shall engage or employ any individual to serve as a crew member unless the individual passes a chemical test for dangerous drugs for that for that employer. Provide proof of a passed chemical test for dangerous drugs of all crew mebers to meet the Pre-employment testing requirement of 46CFR210(a).

Marine employers shall establish programs for the chemical testing for dangerous drugs on a random basis of crew members on inspected vessels who: Occupy a position, or perform the duties and functions of a position, required by the vessel's Certificate of Inspection. Provide documentation that all crew members currently enrolled in program that meets the random testing requirements IAW 46 CFR 16.230(a).

Batteries must be mounted in trays lined with, or constructed of material that is resistant to damage by the electrolyte. Batteries were missing trays. The vessel will be restricted from carrying passengers after September 22nd, 2022 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector. 46CFR183.350(e)

Each battery must be located as high above the bilge as practicable, secured to protect against shifting with the roll and pitch of the vessel, and free from exposure to water splash or spray. The batteries were not protected against shifting and presented a risk of exposure to water splash or spray. The vessel will be restricted from carrying passengers after September 22nd, 2022 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector. 46CFR183.350(b)

Portable watertight containers for distress flares and smoke signals shall be of a bright color, and containers shall be clearly marked in legible contrasting letters at least 12.7 millimeters (0.5 inches) high: ‘‘DISTRESS SIGNALS’’. Portable watertight containers was not clearly marked. The vessel will be restricted from carrying passengers after September 22nd, 2022 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector. 46CFR185.614

Each ring life buoy must be marked in clearly legible block capital letters with the vessel’s name. The ring life buoy was not marked in clearly legible block capital letters with the vessel’s name. 46CFR185.604

A small passenger vessel must provide portable fire extinguishers in the sizes and quantity as indicated in 46 CFR Table 181.500(b). In addition, the fire extinguishers must be maintained and serviced in accordance with NFPA 10 as incorporated by reference in 46 CFR 175.600(k)(1). Two of the portable fire extinguishers on board had not been serviced in over a year. Provide maintenance and service for all expired portable fire extinguishers prior to carrying passengers.

A power driven vessel must exhibit lights while underway in periods of darkness and restricted maneuverability including side lights with an arc of visibility of 112.5 degrees in accordance with 33 CFR 83.21(b) and 33 CFR 83.23(a)(iii). The arc of visibility for the side lights installed on the vessel did not meet the correct arc of visibility. Properly install suitable running lights for the vessel that meet the arc of visibility requirements found in 33 CFR 83.21(b) to the satisfaction of an attending Coast Guard Marine Inspector no later than September 21, 2021. The vessel is restricted to day light operations and times of unrestricted visibility only until installed.

Each life ring buoy on a small passenger vessel must be marked in clearly legible block capital letters with the vessel's name in accordance with 46 CFR 185.604(b). The vessel name on the life ring buoy was faded and illegible and did not meet the intent of the regulations. Properly and clearly mark the name of the vessel on the life ring buoy to the satisfaction of an attending Coast Guard Marine Inspector prior to September 21, 2021

Each life jacket required on a small passenger vessel must be marked in clearly legible block capital letters with the vessel's name in accordance with 46 CFR 185.604(b). The vessel name on all the life jackets were faded and illegible and did not meet the intent of the regulations. Properly and clearly mark the name of the vessel on each life jacket to the satisfaction of an attending Coast Guard Marine Inspector prior to September 21, 2021.
