Each rescue boat launching appliance shall be fitted with a powered winch motor capable of raising the rescue boat from the water with its full rescue complement of persons and equipment at a rate of not less than .3 m/s. Captain and C/E stated davit motor for rescue boat has a leak, causing motor to be inoperable/ unable to recover rescue boat from wawter. C/E unable to fix with parts on board.
