Vessels lights did not meet the required arc of visibility requirements, due to being covered by parts of the vessels structure. Vessel owner/operator shall position the lights accordingly to ensure compliance with all applicable navigation rules. 46 CFR 183.420. 705- Correct positioning of navigation lights prior to getting underway during nightime or times of reduced visibility.

Propulsion machinery must be capable of operating at constant marine load under such requirements without exceeding its designed limitations. While on board conducting drills, the vessel lost its ability to go into reverse. Vessel owner/operator shall ensure machinery is operating to which the engine was designed and provide a statement or servicing report to the marine inspector. 46 CFR 182.200.
