Every company should develop, implement and maintain a safety management system which includes the following functional requirements: instructions and procedures to ensure safe operation of ships and protection of the environment in compliance with relevant international and flag state legislation. PSCO observed the vessel was not implementing its SMS procedures. The vessel's cargo volume was over 98% in 02 tanks: 2S and 6S. SMS procedure states: maximum tank levels after allowance for expansion must remain below the overfill alarm level (98%). Provide a corrective action plan within 30 days attesting to proper implementation of SMS and transfer procedures. 50 AC
