The emergency source of electrical power, associated with transforming equipment, if any, transitional source of emergency power, emergency switchboard and emergency lighting switch board shall be located above the uppermost continuous deck and shall be readily accessible from the open deck. Vessel sustained a fire in the emergency switch board. Emergency diesel generator space on deck 19, leaving the emergency diesel generator unable to connect to the vessel to provide power. 74 SOLAS 20 II-1/42.1.2 40ac

The following functional requirements shall be met escape routes shall be maintained in a safe condition, clear of obstacles. The vsl has been unable to offload garbage and it accumulated in the garbage room blocking escape routes and fixed fire fighting nozzles.

Resolution: Accumulated garbage has been moved to the emergency garbage collection area, IAW Gargage Management Plan, to the aft mooring station/deck.
