The emergency source of electrical power, associated with transforming equipment, if any, transitional source of emergency power, emergency switchboard and emergency lighting switch board shall be located above the uppermost continuous deck and shall be readily accessible from the open deck. Vessel sustained a fire in the emergency switch board. The following functional requirements shall be met escape routes shall be maintained in a safe condition, clear of obstacles. The vsl has been unable to offload garbage and it accumulated in the garbage room blocking escape routes and fixed fire fighting nozzles.
