THE CONDITION OF THE SHIP AND ITS EQUIPMENT SHALL BE MAINTAINED TO CONFORM WITH THE PROVISIONS OF THE PRESENT REGULATIONS TO ENSURE THAT THE SHIP, IN ALL RESPECTS, WILL REMAIN FIT TO PROCEED TO SEA WITHOUT DANGER TO THE SHIP OR PERSONS ONBOARD. WHILE TRANSITING INBOUND ON THE DELAWARE RIVER, THE VESSEL EXPERIENCED A MAIN ENGINE COOLING WATER FAILURE LEADING TO AN ENGINE OVERHEAT ALARM. ENSURE THE VESSEL'S MAIN ENGINE COOLING WATER SYSTEM IS IN SATISFACTORY CONDITION AND THE VESSEL'S MAIN ENGINE IS FULLY OPERATIONAL AND FIT TO PROCEED TO SEA PRIOR TO DEPARTURE FROM HOLT MARINE TERMINAL.
