THE ARRANGEMENTS OF THE WATER SEAL SHALL SUCH THAT IT WILL PREVENT BACK FLOW OF VAPOURS AND LIQUIDS AND WILL ENSURE THE PROPER FUNCTIONING OF THE SEAL UNDER OPERATING CONDITIONS. CG FOUND LEAK ABOVE DECK WATER SEAL (DWS). DWS FOUND COMPLETELY PRESSED UP AND BACKFLOWING UP THE IG PIPING TOWARDS THE IG SCRUBBER. CG UNABLE TO DETERMINE IMPLICATIONS ON THE SENSORS, GASKETS, ETC. DUE TO TREMENDOUS AMOUNT OF BACKFLOW. DRAINING OF BACKFLOW TOOK UPWARDS OF 20 MINUTES. CARGO OPERATIONS ARE PROHIBITED UNTIL CG RECEIVES CLASS REPORT VERIFYING FULL FUNCTIONALITY OF IG SYSTEM, SENSORS AND GASKETS.

DURING EXAM CG FOUND LEAK IN IG PIPING AFT OF DWS. DWS FOUND COMPLETELY PRESSED UPW/ WATER BACKFLOWING UP THE PIPING TOWARDS THE IG SCRUBBER. CREW ADVISED PUMPMAN COMPLETES DAILY CHECKS OF DWS LEVEL; HOWEVER THERE IS NO ESTABLISHED DWS LEVEL TO VERIFY COMPLIANCE TO. FURTHER, WRITTEN SHIPBOARD CHECKLISTS REQUIRED BY SMS MANDATE ENSURING "ARE DECK SEALS IN GOOD WORKING ORDER." AGAIN, NO STANDARD LEVEL IS ESTABLISHED TO VERIFY COMPLIANCE TO. CURRENT PROCEDURES AND CHECKLISTS APPEAR INADEQUATE TO ENSURE SAFETY OF PERSONNEL, SHIO AND ENVIRONMENT FOR KEY SHIPBOARD OPERATION OF ENSURING FULL FUNCTIONALITY OF THE IG SYSTEM.
