Each floating waterlight must be approved in accordance with § 161.010 in subchapter Q of this chapter. Batteries used are not per manufacturer. Restrict vessel to daylight operations until appropriate batteries are installed. 46CFR180.70(d)(1)

At each inspection for certification and at every other vessel inspection all observed unsafe practices, fire hazards, and other hazardous situations must be corrected and all required guards and protective devices must be in satisfactory condition. Carpets on main deck are a tripping hazard to passengers. 46CFR176.830

Except as noted in paragraphs (d) and (e) below, each vessel must be equipped with a public address system. PA speaker on upper deck have not been iinstalled. 46CFR184.610

A vessel must carry either a first-aid kit approved under ISO 18813:2006(E) paragraph 4.12 for contents and instructions.

The master shall conduct sufficient drills and give sufficient instructions to make sure that all crew members are familiar with their duties during emergencies. Drills shall be logged to include date of drill and general description.

Servicing of inflatable lifesaving appliances must be conducted within 12 months of initial packing and within 12 months of each servicing. Annual liferaft servicing report not present.

Repair "Taft" rail surrounding outboard engines. Weld/repair crack in rail.

At least once every three months crew training shall be logged for review by the Coast Guard upon request.

No marine employer shall engage or employ any individual to serve as a crewmember unless the individual passes a chemical test for dangerous drugs for that employer. Provide testing results for all crewmembers on board.

Portable and semi-portable extinguishers must be inspected and maintained in accourdance with NFPA 10. Log monthly inspections.

The owner or managing operator shall submit written specifications describing the details of any proposed alterations (Engine Replacement) to the cognizant OCMI for approval before the work is started. Provide specifications of engines to include horsepower and weight of previous engines and replacement engines.

The number and identification of the items stowed inside, and their sizes, must be marked in clearly legible letters and numbers on each container for life jackets and immersion suits. Identification of the items may be in words, or the appropriate symbols in IMO Resolution A.760(18) (incorporated by reference; see 46 CFR 175.600). Letters and numbers must be at least 50 millimeters (2 inches) high. Symbols must be at least 100 mm (4 inches) square. The 3rd bench aft on the starboard side has the incorrect Adult Type 1 PFD storage count, correct the storage count iaw 46 CFR 185.604.

Unless other means are provided to ensure that a potential waste receptacle fire would be limited to the receptacle, waste receptacles must be constructed of noncombustible materials with no openings in the sides or bottom. Vessel has a non combustible garbage can however its missing the lid, provide lid or means to smother garbage can in the event of a trash can fire. 46 CFR 177.405(f)

Unsafe practices.(a) At each inspection for certification and at every other vessel inspection all observed unsafe practices, fire hazards, and other hazardous situations must be corrected and all required guards and protective devices must be in satisfactory condition. (b) At each inspection for certification and at every other vessel inspection the bilges and other spaces may be examined to see that there is no excessive accumulation of oil, trash, debris, or other matter that might create a fire hazard, clog bilge pumping systems, or block emergency escapes. The port side fwd diesel heater is leaking fuel from the stainer. Properly repair fuel leak prior to using heater. 46 CFR 176.830

First-aid kits. A vessel must carry either a first-aid kit that meets the requirements in 46 CFR 199.175(b)(10) or a kit with equivalent contents and instructions. For equivalent kits, the contents must be stowed in a suitable, watertight container that is marked “First-Aid Kit”. A first-aid kit must be easily visible and readily available to the crew. Vessels ammonia inhalents are expired replaced expired amonia inhalents. 46 CFR 184.710

A marine employer whose vessel is involved in a casualty or incident that is, or is likely to become, a serious marine incident as defined in § 4.03-2 of subchapter A of this chapter shall comply with the requirements of § 4.06 in subchapter A of this chapter. Vessels alco test strips are expired, renew expired test strips. 46 CFR 185.212

Vessel is required to have a working Public Address system, the Pilot House is on the upper deck and the passenger / crew accommodations are located on the main deck. Vessels PA system was not operational, repair the same. 46 CFR 184.610

Vessel is required to have portable fire extinguisher serviced annually by a state certified fire servicing company. Vessels portable fire extinguisher have not been serviced within the past 12 months. 46 CFR 176.810

Each person employed in a safety sensitive position must be pre-employment drug tested and enrolled in the companies random drug testing program. Operator could not provide proof of pre-employment or random testing for all marine employees. 46 CFR 16.210 & 16.230.

Owner is required to post the vessels stability letter in the Pilot House for visibility by the Master and Crew. Vessels stability letter was posted in passenger accommodation area and not in the Pilot House. 46 CFR 176.306

Vessel shall label all fuel shut-off valves. 03 diesel tanks for heating are missing labeling. 46 CFR 185.608

Vessel owner shall display lifejacket donning instructions to passengers. Donning placard is missing. 46 CFR 185.516

Deck hatches shall be secured to the hull. Forward freeman hatches are not secured to the hull. 46 CFR 179.360(b)(2)

Vessel shall have up-to-date navigation publications and charts. Missing tide and current tables. 46 CFR 184.420

Vessel is required to have a logbook for lifesaving equipment maintenance, EPIRB testing and drills. Vessel logbook is missing. 46 CFR 185.702

Vessel is required to have a first aid kit. Replace expired item(s) (iodine). 46 CFR 184.710

Vessel is required to have 01 ring life buoy that is properly labeled. The ring life buoy was missing the vessel name. 46 CFR 185.604(b)
