Issued 13 July 2026 Resolved
All cargoes, other than solid and liquid bulk cargoes, cargo units and cargo transport units, shall be loaded, stowed and secured throughout the voyage in accordance with the Cargo Securing Manual approved by the Administration. Vessel removed lashings from multiple containers on-board while the vessel was still underway. Vessel failed to follow the procedures of their Cargo Securing Manual which states on page 52 under Safety Instructions that "Any securing or releasing of containers must be carried out during the ship's stay at a berth or safe anchorage."
