The master, owner, operator, agent, or person in charge of the vessel must properly maintain the BWMS in accordance with all manufacturer specifications.
Vessel's Ballast Water Treatment System was reported inoperable and therefor incapable of adequately treating the ballast water in Wing Ballast Tanks 1P/S through 6P/S.
