After any survey of the ship under regulations 7,8,9, or 10 has been completed, no change shall be made in structural arrangements, machinery, equiptment and other items covered by the survey without sanction of the administration. A modification was made to the emergency generator in the form of a battery rigged to the start panel of the generator without class or flag approval. The battery was instaled to provide power between starts of each battery bank which was noted as a concern of the chief engineer.

Resolution: Battery was removed by crew. Emergency generator was started satisfactorily using both emergency starting sources (2 different battery banks). Control panel effectively started generator both times.
