Each loading arm and each transfer pipe system, including metallic hose, must not leak under static liquid pressure at least 1 1/2 times the maximum allowable working pressure; The frequency of the tests and inspections required by this section must be: for vessels - annually.
Annual cargo pipeline test was completed using nitrogen as the test medium.
Provide objective evidence of an annual static liquid pressure test or submit an alternative compliance proposal for vetting through the local Captain of the Port. Submit proposal to [email withheld].

Each hose must be marked with the following:
(1) The name of each product for which the hose may be used; or
(2) For oil products, the words “OIL SERVICE”; or
(3) For hazardous materials, the words “HAZMAT SERVICE—SEE LIST” followed immediately by a letter, number or other symbol that corresponds to a list or chart contained in the facility's operations manual or the vessel's transfer procedure documents which identifies the products that may be transferred through a hose bearing that symbol.
Additionally,
Each hose also must be marked with the following,
(1) Maximum allowable working pressure;
(2) Date of manufacture; and
(3) Date of the latest test required by 33 CFR 156.170.
Marine Inspector observed the on board cargo hose "FMT 643" to be missing the required hose markings.
Provide evidence of completed hose markings or provide hose log documentation for the above stated requirements as allowed by 33 CFR 154.500(f).

A tank vessel with a capacity of 250 or more barrels that is carrying oil or hazardous material as cargo must have on board an emergency means to enable the person in charge of a transfer operation to a facility, to another vessel, or within the vessel to stop the flow of oil or hazardous material.
Marine Inspector observed the tank barge emergency shutdown pull station to be seized.
