Cargo pump relief valves shall be tested at least once each year to determine that they function satisfactorily at the pressure at which they are set to open. Cargo pump pressure gage shall be tested at least once a year for accuracy. MI observed the the relief valve and pressure gauge were overdue for testing. Cite: 46 CFR 35.35-70

Where required by the standard that is applicable to the listed or certified electrical equipment, seal fittings, termination fittings, or glands must be listed or certified by an independent laboratory for use in hazardous locations. MI observed the cable glands to be loose and not able to hold the cables in place. Cite: 46 CFR 31.35-1 /// 46 CFR 111.105-17(b)

The last 1.0 meter (3.3 feet) of vapor piping upstream of the vessel vapor connection and each end of a vapor hose must be—(1) Painted in the sequence of red/yellow/red. The width of the red bands must be 0.1 meter (0.33 foot) and the width of the middle yellow band must be 0.8 meter (2.64 feet); and(2) Labeled with the word “VAPOR” painted in black letters at least 50.8 millimeters (2 inches) high. Every tank vessel subject to the regulations in this subchapter shall be inspected every 5 years or more often, if necessary, by the Coast Guard to see that the hull, boilers, machinery, equipment, apparatus for storage, and appliances of the vessel comply with marine inspection laws, and the regulations in this subchapter, and when applicable, subchapters E, F, J, O, Q, S, and W of this chapter and 33 CFR parts 155 and 157. Tank vessels which are laid up, dismantled, and out of commission are exempt from inspections required by law or regulations in this subchapter, provided that such vessels are cleaned of all cargo residue and maintained in a gas free condition. MI observed the vessel's Certificate of Inspection expiration date to be 25FEB26. Additionally, the vessel has not been cleaned of all cargo residue and maintained in a gas free condition. Operator is required to complete an Internal Structural Examination followed by a COI Renewal =or= clean all cargo residue and maintain the vessel in a gas free condition. Cite: 46 CFR 31.01-1

Tank Barges must undergo an annual inspection within 3 months before or after the anniversary date. Your barge is past the drop dead date to undergo annual inspection. The barge cannot operate as the COI is no longer valid until it has recieved a satisfactory inspection.
