Exept as provided in paragraph (b) of this section, each vessel must have a stabilty letter issued by the Coast Guard before the vessel is placed into service. This letter sets forth conditions of operations.
Barge was modified and as a result had a 12.064% aggregate weight change that exceeded 2% of the currently approved leightship displacement.
Barge must have new Stability Letter approved and issued prior to commercial operations.

They shall also be permanently marked on the sides of the ships to the satisfaction of the Administration. The marks shall be plainly visable and, if necessary, special arrangemnets shall be made for this purpose. Both port and stbd load line markings are obstructed by tires. Markings shall be plainly visable/unobstructed prior to commercial operations.

Vsl was unable to test the Approved Portable Accommodation Modules Smoke detection, automatic door closures and general alarm. Missing cable glands for cable penetrations. Provide tech report of all alarms, closures tested, and glands installed satisfactory to the local OCMI.
