At each initial and subsequent inspection for certification the owner shall be prepared to test and make available for inspection all items in the ship's outfit, such as ground tackle, navigation lights and equipment, markings, and placards, which are required to be carried by the regulations in this subchapter to determine they are fit for the service needed. Starboard aft tower rail has 2" fracture at the deck connection weld on the inboard side. 46 CFR 176.816
