Unless other means are provided to ensure that a potential waste receptacle fire would be limited to the receptacle, waste receptacles must be constructed of noncombustible materials with no openings in the sides or bottom. The vessel did not have trash cans on board made out of noncombustible material.

A vessel must have one or more ring life buoys as follows: A vessel of more than 7.9 meters (26 feet) in length, but not more than 19.8 meters (65 feet), must carry a minimum of one life buoy of not less than 610 millimeters (24 inches) in diameter. The life ring buoy on board was splitting at the seam and needs to be replaced.

Portable watertight containers for distress flares and smoke signals shall be of a bright color, and containers shall be clearly marked in legible contrasting letters at least 12.7 millimeters (0.5 inches) high: “DISTRESS SIGNALS”. The container on board was not a bright color. Replace to the satisfaction of the marine inspector.

At each initial and subsequent inspection for certification, the owner or managing operator must be prepared to conduct tests and have the vessel ready for inspection of its fire protection equipment, including the following: Inspection of each portable fire extinguisher. The vessel had 01 portable fire extinguishers on board not maintained with an expired servicing tag. Removed in the presence of the marine inspector.

Independent fuel tanks over four hundred gallons must be designed with a factor of safety of four. In lieu of fuel tanks meeting a factor of safety of four, vessel must install; amended sounding stick, electronic fuel gauge and safety placard at fueling station as described in approval of special consideration. Prior to installation vessel shall not refuel and is approved to carry passengers until 14APR23.
