The Secretary may order any vessel in a port or place subject to the jurisdiction of the United States or in the navigable waters of the U.S. to operate or anchor in a manner the Secretary directs if the Secretary has reasonable cause to believe such vessel does not comply with any regulation issued under section 70034 or other applicable law or treaty. Sanitary room located on B deck was found with one wash basin for 12 crew members. PSC Officer also discovered poor ventilation in B deck sanitary facility. PWSA 46 USC 70002

Muster Stations shall be provided close to the embarkation stations. Each muster station shall have sufficient clear deck space to accomodate all persons assigned to muster station, but at least 0.35 m2 per person. During abandon ship drill PSCO noted there was insufficient space at the muster station designated for the Free-fall lifeboat for all assigned crew members. 74 SOLAS (20) III/11.2
