Oil filtering equipment shall be of a design approved by the administration and shall be such as will ensure that any oily mixture discharged into the sea after passing through the system has an oil content not exceeding 15 PPM. During operational test of OWS and 15 PPM alarms, oil content meter would not read below 15 PPM when flushing system with fresh water. Crew unsuccessfully tried to troubleshoot OCM, and broke the seal, invalidating the calibration certificate. PSC Examiner could not verify correct operation of the 15 PPM alarm. Submit Class report attesting to correct operation of 15 PPM alarm and valid calibration certificate. MARPOL I/14.6 50ac
