The stored energy shall be maintained at all times, as follows: compressed air starting systems may be maintained by the main or auxiliary compressed air receivers through a suitable non-return valve or by an emergency air compressor which, if electrically driven, is supplied from the emergency switchboard. While testing the secondary means of starting the emergency generator via air start, PSCO observed failure of the starting system resulting in overheating and damage to associated electrical wiring, rendering the emergency generator inoperable.74 SOLAS 20 II-1/44.3.2

The Load Line ring, lines and letters shall be painted white or yellow on a dark background or in black on a light background. They shall also be permanently marked. PSCO observed the deck line was not painted black. ICLL 8

Passenger ships carrying more than 36 passengers shall be equipped with an automatic sprinkler of an approved type complying with the requirements of the Fire Safety Systems Code in all control stations, accommodation and service spaces, including corridors and stairways. A gauge indicating the pressure in the system shall be provided at each section stop valve and at a central station. Fire-fighting systems and appliances shall be kept in good working order and readily available for immediate use. PSCO observed 02 sprinkler ampules in the emergency generator room to be of a non-standard type. 74 SOLAS 20 11-2/14.2.1.2

Furniture in stairway enclosures shall be limited to seating. It shall be fixed, limited to six seats on each deck in each stairway enclosure, be of restricted fire risk determined in accordance with the Fire Test Procedures Code, and shall not restrict the passenger escape route. The Administration may permit additional seating in the main reception area within a stairway enclosure if it is fixed, non-combustible and does not restrict the passenger escape route. Furniture shall not be permitted in passenger and crew corridors forming escape routes in cabin areas. In addition to the above, lockers of non-combustible material, providing storage for non-hazardous safety equipment required by these regulations, may be permitted. Drinking water dispensers and ice cube machines may be permitted in corridors provided they are fixed and do not restrict the width of the escape routes. This applies as well to decorative flower or plant arrangements, statues or other objects of art such as paintings and tapestries in corridors and stairways. Fire doors in main vertical zone bulkheads, galley boundaries and stairway enclosures, double-leaf doors equipped with a latch necessary for their fire integrity shall have a latch that is automatically activated by the operation of the doors when released by the system. Doors and door frames in "B" class divisions and means of securing them shall provide a method of closure which shall have resistance to fire equivalent to that of the divisions. Sliding B door, deck 2, main vertical zone 4, port side near pantry and projectin room is not self closing and appears to have a broken cable. 74SOLAS20 II-2/9.4.1.2.1 16 A, B, C

Where the contents and use of a space are such that there is a doubt as to its classification for the purpose of this regulation, or where it is possible to assign two or more classifications to a space, it shall be treated as a space within the relevent category having the most stringent boundary requirements. The following functional requirements shall be met: escape routes shall be maintained in a safe condition, clear of obstacles. Multiple pieces of galley equipment and a chair were on deck 7 aft service stair. 74SOLAS20 II-2/13.1.2 16 A, B, C

Crew members shall be trained to be familiar with the arrangements of the ship as well as the location and operation of any fire-fighting systems and appliances that they may be called upon to use. Three mess cooks in seperate galley spaces were not familiar with the deep fryer fire extinguishing system and how and where it is activated. 74SOLAS20 II-2/15.2.2.1 16 A, B, C
