Every vessel subject to Part III of Title III of the Communications Act must have a detailed inspection of the radio installation by an FCC-licensed technician in accordance with § 80.59 once every five years. If the ship passes the inspection, the technician will issue a Communications Act Safety Radiotelephony Certificate. MI observed missing certificate. Vessel shall provide valid Radiotelephony Certificate. 46 CFR 184.502 47 CFR 80.903

Repairs or alterations to the hull, machinery, or equipment that affect the safety of the vessel must not be made without the approval of the cognizant OCMI, except during an emergency. When repairs are made during an emergency, the owner, managing operator, or master shall notify the OCMI as soon as practicable after such repairs or alternations are made. Repairs or alterations that affect the safety of the vessel include, but are not limited to: replacement, repair, or refastening of deck or hull planking, plating, and structural members; repair of plate or frame cracks; damage repair or replacement, other than replacement in kind, of electrical wiring, fuel lines, tanks, boilers and other pressure vessels, and steering, propulsion and power supply systems; alterations affecting stability; and repair or alteration of lifesaving, fire detecting, or fire extinguishing equipment. Duty marine inspector was called by vessel owner/operator, during pre-checks outboard failed to operate properly. Vessel is swapping both outboard engines for in-kind new engines. Install and perform operational test of new engines to the satisfaction of the attending marine inspector, prior to taking passengers. 701c 46 CFR 176.700

Machinery and equipment installed on each vessel must be suitable for the vessel, its operation, and for the purpose intended. Reduced power from propulsion engine due to loss of compression in 01 cylinder. Make repairs to the Coast Guards satisfaction prior to carrying passengers. 46 CFR 182.100

A vessel must be provided with bilge pumps in accordance with Table 182.520(a). Vessel is required to have 1 fixed power pump and 1 portable hand pump. Vessel did not have a portable hand pump. 46 CFR 182.520(b)(2)

On a vessel of at least 7.9 meters (26 feet) in length, a visual and audible alarm must be provided at the operating station to indicate a high water level in each of the following normally unmanned spaces: A space with a through-hull fitting below the deepest load waterline, such as a lazarette. Visual alarm at the operating station was inoperable. 46 CFR 182.530(a)(1)

Vessel shall install a method used to protect the hull from beaching, in accordance with MPS-WI-SECSP(s)-03, prior to next credit drydock. 46 CFR 176.700
