74 SOLAS (20) XI-1/4.1: A ship when in port of another Contracting Government is subject to control by officers duly authorized by such government concerning operational requirements in respect of the safety of ships, when there are clea grounds for believing that the master or crew are not familiar with the essential shipboard procedures relating to the safety of ships. Crew failed to demonstrate a satisfactory fire drill in the emergency generator space. The following were observed:
1. Fire party failed to bring fire fighter's communication as per II-2/10.4
2. Portable fire extinguishers were used for boundary cooling.
3. Fire party did not don fireman's outfit properly: missing gloves and skin exposed.
4. Communications between crew members were not clear.
5. Crew was not familiar with the arrangements of the emergency generator space: Crew attempted to close ventilation. There was no means to close ventilation.
Action required: 10 - Deficiency Rectified
