A vessel must have two independent means of controlling each propulsion engine. Control must be provided for the engine speed, direction of shaft rotation, and engine shutdown. Initially Captain had no clear understanding of operating secondary throttle control system. Manufacturer was contacted and instruction was provided. Captain displayed ability to operate backup throttle system. Deficieny rectified on the spot.
