New installations of electrical equipment and material must comply with 46 CFR 183. USCG inspector identified "new" electrical installations that do not match original approved plans for the vessel. The owner/operator installed three 12volt starting batteries for the port main engine. The original plans identify one 8D battery for engine starting. The new battery installation is wired in parallel using 8 AWG conductors between each battery. The owner/operator installed an additional 12volt battery in the port main engine compartment which is connected to a newly installed 12volt battery charger. The 12 volt battery charger was found connected to a portable extension cord that is installed through the aft bulkhead of the port main engine room to the aux generator space where it was found connected to a 3 outlet multi power strip, a 32 volt battery charger, and a second extension cord plugged into an AC receptacle outlet in the aux generator space. The battery chargers and new battery installations were not approved by the Coast Guard. If a battery bank is being used as a second power source for vital loads or as a final emergency power source, and is connected to a battery charger having an output of more than 2kW, it must be located in a dedicated locker, room, or enclosed box and electrical equipment inside must be rated for use in Class I, Div 1, Group B hazardous locations, and meet 111.105 in Subchapter J. It must be provided with a power exhaust ventilation system in accordance with 46 CFR 111.15-10. Verify that there is a power exhaust ventilation system on the one-line diagram, and that there is a comment to the effect that proper ventilation will be provided. USCG discovered a new microwave installation in the galley and several appliances located on the galley counter top to include a toaster and blender. The owner stated that the original approved 32 volt electrical system was removed from service but all conductors were left in place throughout the vessel which was last noted as a CG-835 in 2013 (MISLE Act# 4513736). A new 32 volt electrical battery installation was installed to power the toilet and several other items without plan approval. Based on the age of the vessel, the inspector was unable to determine the total amount of new electrical devices installed throughout the vessel. Submit a new one line electrical diagram and load analysis for AC electrical systems and DC electrical systems to the Marine Safety Center for review. Identify new electrical installations in the submission that differ from the original approved electrical plans. 46 CFR 183.115

Batteries used for engine starting are to be located as close as possible to the engine or engines served. The conductor attached to the positive starting battery terminal and starboard main engine starter was found installed so that it wraps around the battery tray into the bilge with a 180 degree bend back to the engine starter. The total length of this installation measured approximately 6 feet. The positive battery terminal measured less than 2 feet away from the starter. Propulsion machinery shall be suitable in type and design for propulsion requirements of the hull in which it is installed and capable of operating at constant marine load under such requirements without exceeding it designed limitations. The owner/operator has not implemented a maintenance program for the vessel's main engines. A maintenance schedule is not required by regulation. The engine manufacturer provided a recommended preventative maintenance schedule for the main engines and the operator has not implemented it. The inspector found no evidence of scheduled oil changes, raw cooling water impeller changes, or fuel filter changes, etc. in the vessel records or logs. The inspector discovered the raw water pump impeller fractured when the cover was removed by the owner voluntarily, at the owner's discretion, on the starboard main engine. The inspector also identified an aftermarket engine air intake filter attached to PVC piping on the port and starboard engines. The owner/operator shall provide evidence the "aftermarket" engine intake and filter are acceptable to the engine manufacturer or replace with a manufacturer approved intake/filter. Operators are responsible for maintaining their vessels accordingly. Replace the raw water impellers for the port/stbd main engines.

The hollow brass chamber was found inset which prevents the detector from meeting the original manufactured design to transmit air pressure increases through the copper piping. Replace in kind. Provide manufacturer instructions for the control head test and test in accordance with manufacturer's instructions. Provide manufacturer's instructions for a leak test on the copper tubing and complete the test in accordance with the manufacturer's instructions. In systems and applications where flexible hoses are permitted to be clamped, double hose clamping is required where practicable, the clamps must be of a corrosion resistant metallic material, the clamps must not depend on spring tension for their holding power; and two clamps must be used on each end of the hose, or one hose clamp can be used if the pipe ends are expanded or beaded to provide a positive stop against hose slippage. MI observed a missing hose clamp on the salt water cooling supply line for the port engine between strainer and engine. Additionally, the one provided hose clamp was not tightened around the metallic pipe allowing for a visible gap between the metallic pipe and the non-metallic hose. Add an additional hose clamp to this fitting and properly secure both clamps. 46 CFR 182.410 (d)
