The Master, Owner, Operator, Agent, or Person in Charge of any vessel equipped with ballast water tanks that operates in the waters of the United States must clean the ballast tanks regularly to remove sediments. PSCO's observed copious amounts of brown foam / unknown substance floating around all sides of the vessel. Vessel was discharging ballast. PSCO's performed expaned ballast exam and verbally told captain to cease ballast operations. Verbal notification will be followed-up with COTP Order ceasing ballast ops until Class Surveyor attests to proper function of ballast treatment system and crew knowledge of how the system works.
