To stop the flow of fuel in the event of a fire or break in the fuel line, a remote fuel shutoff valve must be fitted on any fuel line that supplies fuel directly to a propulsion engine or generator prime mover. Fuel shutoff valves were found in the locked out position and inoperable. Crew was able to correct all valves.

Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard under normal and emergency conditions. A relief valve for a air compressor was found missing and plugged. Vessel will replace with correct relief valve as per manufacture specs.

Each towing vessel must be equipped with a means to detect smoke in the berting spaces and lounges that alerts individuals in those spaces. This may be accomplished by installed detection system or using individual battery operated dectors meeting UL 217. Vessel fixed smoke detectors in the mess deck and master state room would not sound the fire alarm. Prove proper operation of smoke detection system in these spaces.
