The master, owner, operator, agent, or person in charge of a vessel subject to the subpart and this section must submit a ballast water permit to the National Ballast Information Clearinghouse by electronic ballast water report. PSCO conducted exam of BWS and observed a ballast water report waas not made. Master of the vessel corrected on the spot.
