IT SHALL BE DEMONSTRATED THAT THE ELECTRICAL RESISTANCE OF EACH JOINT OR CONNECTION IS LESS THAN 1 M OHMS. PSCO OBSERVED NO BONDING STRAPS BETWEEN CARGO PIPING FLANGES AND VESSEL COULD NOT PROVIDE ANY DOCUMENTATION ATTESTING TO THE INSULATED FLANGES BEING USED.
