Oil filtering equipment shall be provided with alarm arrangements to indicate when this level cannot be maintained. In considering the design of such equipment and approvals, the Administration shall have regard to the specification recommended by the Organization. PSCO observed crew utilizing coffee grounds during tank to tank test of the OWS to simulate 15 ppm. Unable to verify this was an approved method of testing in the manufacturer's instructions. MARPOL I/14.7

Action required: 40 - Rectify deficiencies prior to next US port after sailing foreign

Resolution: Received satisfactory report of proper testing methods in place on vessel's OWS.
